Professor Harper has had a broad and varied career in the administration of park and recreation services both as a professional and as a volunteer. He worked as a municipal recreation and parks manager for a large metropolitan city, a recreation consultant to the public, private and non-profit sectors, and as a department head and associate dean (academic) during his 24 years on the Faculty of Kinesiology and Recreation Management at the University of Manitoba. He served as president of both the Manitoba and Canadian Parks and Recreation Associations and chaired dozens of committees and projects for nonprofit sport, recreation and arts-based associations. Professor Harper continues to advise public, private and nonprofit recreation and parks organizations across Canada.
